On 7th June 2022, the Planning and Transportation Committee gave approval for public consultation on the draft Whole Lifecycle Carbon Optioneering Planning Advice Note (WLC PAN). This document sets out how planning proposals should go through an ‘optioneering’ exercise, exploring refurbishment that retains existing fabric, alongside any proposals for more substantial redevelopment, involving demolition. The WLC PAN will inform planning decisions by the Corporation and seeks to ensure that a consistent and evidence-based approach is taken.
We have now started formal consultation on the document, sending notifications to the planning policy consultation database and other stakeholders and inviting their feedback, questions, and comments. The document and webpage can be accessed here:

The consultation will run until 23:59 on Friday, 30thSeptember 2022. The consultation is open to everyone. We will hold events in September 2022 to get feedback from residents, sustainability experts and other stakeholders, and will send further notifications to stakeholders once dates are set.
